Sure this easy to change, but I would prefer to focus more effort on the bigger picture right now which is to continue to define our standards instead of changing small items. That way we create a much stronger sense of consistency across the board.  I think this is a good item to look at to spark a bigger discussion around all of our system notifications/tooltips.   

Some guidelines for tooltips would also be helpful for the Wikidata project, to try to create some consistency.

Note the tooltip that appears.

It's awful. It's just plain horrible. Why?

* It's the same color as the background.
* the border color is nigh-invisible.
* the pokey bit is too shallow (which makes it invisible to people with bad vision).


I want to make a better one.

Any thoughts, or does anyone want to take this?
