Keep in mind that material design is also intended to be a design standard
used in Android by third party developers and OEMs. They want people to
pick this up, not to have a lot of unique design standards, because the
usefulness of Android is dependent on a consistent look and feel.
So Google distributing this is more akin to Wikimedia encouraging gadget
and extension developers to use OOJS/OOUI, rather than encouraging third
party installs of MediaWiki to do the same.
