Being honest: it's better to use numbered versions in all images (except maps ;). We should try to teach it other contributors.
For exemple imagine if there is error in one of images of LoH (many of them have > 10 language versions). Who will fix it? Who will search for them? etc.

I had thought in a SVG edit system similar to templates. You put {{SVG:earth_map|river1=RuRiver|river2=plRiver}} on SVG:earth_map/en and you have created a new version of the map. But this could be an acceptable external-tool alternative.

Better for us, as in easier to maintain, definitely. But what do language communities prefer to use? I had an idea that they preferred to use SVGs with the text labels included. If you use a number version then you potentially have a very large caption. It is also just not as easy to comprehend as a text label one because you have to do two steps to match everything up rather than one.
So, I don't think we can count on convincing everyone to use numbered versions. Obviously it is better if people wait until an svg is stable before translating. :) But if they are only translating the text it should not even be *too* hard to semi-automatically update the other ones... (she said hopefully)

Hm, I don't understand what you mean by this. Can you explain more?
I think in the future, maybe we could have all languages in a single file, and via some SVGHandler extension (??) be able to use syntax like [[image:foo.svg|lang=ru]] to display only the Russian text coded within the svg.

That's my concern. I have participated in a few deletion discussions at Commons in which the cause of the deletion was that there was an alternative image (sometimes in SVG). That was true, but in these cases the image was different and had a different didactic value.
So, a diagram with text labels labels has a different didactic value than one with numbers. Why should Commons decide which one is the correct one to be used by project X? Commons should not interfere in the editorial choices of a project: if we have a diagram with numbered and one user prefers a diagram with text labels for an article in his project we should host the version that the user needs and not delete it with reasons based on technicalities like SVG vs. PNG, provided it has a proper description and licencing, of course. In other words, didactic value and editorial freedom must take precedence over technicalities.
