  That's my concern. I have participated in a few deletion discussions at Commons in which the cause of the deletion was that there was an alternative image (sometimes in SVG). That was true, but in these cases the image was different and had a different didactic value.

  So, a diagram with text labels labels has a different didactic value than one with numbers. Why should Commons decide which one is the correct one to be used by project X? Commons should not interfere in the editorial choices of a project : if we have a diagram with numbered and one user prefers a diagram with text labels for an article in his project we should host the version that the user needs and not delete it with reasons based on technicalities like SVG vs. PNG, provided it has a proper description and licencing, of course. In other words, didactic value and editorial freedom must take precedence over technicalities.
