After warning some users from the Spanish Wikipedia not to upload FAIR USE images to the commons (and blocked one of them...) I've checked the Wikipedia, and I've noticed that the UPLOAD FILE section in http://es.wikipedia.org/ leads DIRECTLY to http://commons.wikimedia.org/wiki/Special:Upload?uselang=es Uploading fair use images seems to be valid in any other Wikipedia, and the result is that the Es.Wikipedia users uploads the images directly to commons.
This situation CAN'T go on. Yuval

The problem is that they want to upload things they shouldn't be. Unfortunately, the 50000 volts through the seat extension has yet to be enabled on Wikimedia wikis ...

Endearing though the image is, it's not some weird Commons power-grab :-)
The reason you can't have fair-use images on eswiki is because that community *explicitly decided* not to accept fair-use material, and as a side-effect of that later chose to move all their images to commons and disable local uploads. (I believe the other project of comparable size to do this is the Portugese Wikipedia.)
Letting you upload material to eswiki wouldn't get by the fact that the eswiki community has agreed not to have fair-use material, and so it would still get deleted.

Nice to know that, I guess it's fine with me. I've noticed that the upload page claims something like "If not indicate a license and information source appropriate, your file will be deleted without notice. Thank you for your understanding." I think it should also say something like "Warning - uploading copyrighted images would lead you to get banned from Commons"... Yuval

It shouldn't be like that. I've known users who started uploading fair use/inapropiate material to Commons, and after having explained them the right way to the things, they were even more entusiastic, and, now, some of them, are Commons sysops. We should try not to scare/bite newbies, they are the future of the project. Something I've noticed from Commons sysops is that the "block" tab seems to be flashing or something, cause they are so eargerly to press it. The solution is not blocking, but teaching.

No, just block users who repeatedly iupload fair use images after being warned not to.
Fair use images have been banned from eswiki for a LONG time much before they disbaled local uplaods which was consensed by community
You're making a big fuss out of a few stubborn people. Spanish users have been using commons for a while without problems and there are even several commons sysops
Fair use is banned on eswiki no matter images go commons or not
fair use was banned BEFORE the local uploads were disabled and it would continue so even if local uplaods were reenabled
stubborn users would STILL be blocked the only difference they would be blocked first on eswiki and then on commons when they try to get around

This isn't new. Eswikipedia disabled uploads because they do did not previously allow images which commons would not allow.

Quite a few other Wikipedias do not allow any non-free images.
This situation CAN'T go on.
Perhaps it's gotten much worse since I was active.. but I doubt it.
The problem images that come because of Eswiki newbies thinking non-free images can be uploaded are easy to identify and can be quickly deleted.
