Not what I meant. In this case the spirt is to prevent GFDL manuals being relicensed. Eric's interpretation would allow for sites like scribd (which does have GFDL licensed manuals on it) to be considered MMCs.

You are arguing that this counts as prominent facilities for anybody to edit those works? How does this differ from a site that allows edited versions to be uploaded under new names by anyone but no overwrites?
