This is the official report, second recommendation.
Note that they think of some form of negotiation on the free license
issue. I warned them that the free licenses were not negotiable, but
they might think they can get an exemption. (The reduced resolution,
proper attribution and link stuff we can do, though.)
The legal issues, I think, would need to be explored by professionals.
