Commons/Wikisource, probably more so.
Internet Archive probably hosts one of the largest set of copyvios in existence.
Zotero is backed by a university, develops open source
software, and
is receiving grants from a notable funding body: I doubt that they
have neglected to consider copyright.
See no evidence that this is the case.
