Afaik, To comment on a card, one has to:
A) create a Trello account
and
B) be attached as a member to the particular Trello Board
[Or C) be assigned as a Trello-account admin]
Ie. someone cannot instantly start adding comments, as soon as they
create an account. They have to be manually approved by one of the Board
or Trello-account admins.
