Its more likely that the names in many of the latin languages are the same as English.
I doubt it, I just tested with Iceweasel 10.0.12 (Debian stable "firefox" version), and I don't have better result. Typing for example "de", "eo" or "fr" and pressing enter will load the exact same page with "en" in the textbox. Also I doubt that "Jammu and Kashmir" is the right label for all this languages. If there are code you know should work, please provide them so I can test and tell you if it work for me.
Also, a language selection "dropbox" would be probably better than a textbox. Personnaly, I like the way they managed this problem on http://translate.google.com
