This is not true. I think you meant to say that the text in Commons is mostly English,
while the new structured search is expected to be able to leverage more multilingual
content.
It’s also worth noting that the Wikidata Infobox includes some search engine optimisation
for other languages - i.e., it embeds Wikidata labels from different languages in the
category contents, so Special:Search can pick up on them and return the relevant category
links. That doesn’t help with media files, though, where the new search looks like a great
step forward for multilingual support.
