Here's a dumb question.
As a bureaucrat on English Wikivoyage, I can make users into Administrators, but I cannot remove that status. Now, I don't know that we've ever had to do that, but technically we do have an inactivity clause. Is there a reason that Admin status can't be removed once granted?

Most WMF projects ask the stewards to remove the admin status. For instance, when I decided to retire from Russian Wikipedia, I left a request on Meta. Local bureaucrats can not desysop anybody. Any project can opt-in however.
If you think this is good for English Wikivoyage bureacrats to deadmin users, open a poll, keep it running for two weeks, and if the outcome is positive, file the Bugzilla request.

AFAIK, only stewards have that right on all WM projects.

It's very few projects (only Meta-Wiki since the beginning of time till a few months ago), but this goes beyond the scope of this list.

By default settings, bureaucrats can grant and remove bot status, but can only grant administrator status.
Stewards on meta can remove administrator and bureaucrat flags, in accordance with local and global policies.
