Is it just me... or why cannot I, as a bureaucrat on sv:, not de-sysop inactive admins? There is no problem for me to assign admin rights to any user, but... apparently not de-sysop someone.
it used to work just fine, so I assume this is a Wikimedia feature which I haven't been aware of.

No, crats normally can not desysop admins and have to request this on Meta. In principle, the community can decide to grant these rights to crats, but by default the right is not there.

On Wikimedia, in all but a handful of wikis, removal of sysop rights is managed by the Stewards on metawiki ( https://meta.wikimedia.org/wiki/SRP ).

Indeed. It's a feature to preserve the parity among sysops, «an intrinsic system for consensual action, reciprocal control, and prevention of abuse». https://meta.wikimedia.org/wiki/Administrator Consensus is a very important principle in Wikimedia projects.
