Is it just me... or why cannot I, as a bureaucrat on sv:, not de-sysop inactive admins? There is no problem for me to assign admin rights to any user, but... apparently not de-sysop someone.

 

it used to work just fine, so I assume this is a Wikimedia feature which I haven't been aware of.
