Rather than going the 'mailing list' route, since it's for a one-time send,
why don't I just do it? If someone can give me access to the google doc,
and the final text, I'll get it sent out from an appropriate email address.

Sorry I'm not sure what you mean by this, I may have missed some
discussion - what do you want to send out in this email, a welcome email
for new users and some information about what the project's about? When a
user creates an account they currently receive an email from wiki[at]
wikimedia.org. The email template for new user accounts on the English
Wikipedia is at
https://en.wikipedia.org/wiki/MediaWiki:Confirmemail_body and
the one for English Wikivoyage is at
https://en.wikivoyage.org/wiki/MediaWiki:Confirmemail_body (editable by
admins).
