The policy is basically anyone who a person with the technically ability to make ops can, as long as no one objects. There is no relation to ops status to status on wiki. I will generally make anyone who is on IRC a lot and is a WMF admin (as it is a pretty good clue as to trust) an op. While I may be the only 30 level user on #wikinews with any regularity many of the others are easy enough to get in touch with if needed. SJ is often in other channels and Xirzon and IlyaHaykinson are quick to respond to e-mail.
