Dear Wikipedians,
I am very pleased to announce our initiative to create an official Bangladesh chapter of the Wikimedia Foundation, named Wikimedia Bangladesh. Maybe many of you already know: currently the existence of this chapter is unofficial, but we believe it is time to get an official identity to promote free knowledge all over Bangladesh more efficiently. We have already formed a small work-group to work in this process [1].
Wikimedia Bangladesh will be a non-profit organisation devoted towards promoting Wikipedia and related projects and creating public awareness in Bangladesh.
To kick-start the process, we have contacted the Chapters Committee [2] of the Wikimedia Foundation. We also updated our chapter page [3] on Meta-Wiki [4]. We have also submitted the draft of our Memorandum of Association [5]. Currently the creation of this chapter is under active consideration by the Chapters Committee.
We invite Bangladeshi wikipedians to support the Wikimedia Bangladesh chapter and review the official memorandum of understanding. Please reply in this thread and provide your invaluable feedback.

For those who are new to the idea of Wikimedia Bangladesh Chapter & its creation process, I would suggest pls go through the meta page of Wikimedia Bangladesh Chapter. There you will find details about a Wikimedia Chapter, its purpose & activities, about Wikimedia Bangladesh, steps to follow for formation of the chapter, draft of proposed memorandum of association & other related materials.
We have formally submitted a draft of proposed memorandum of Wikimedia Bangladesh to the Chapter committee & they are reviewing it. Members of the chapter committee & other interested people from different existing chapters are subscribing to wikimedia-bd mailing list for this purpose. Hence, we initiated this thread in English for easier understanding of those who don't know Bangla.
Hope every one is clear regarding the language of this thread. Inviting all to participate actively in this discussion.

I worked for the formation of Wikimedia Bangladesh chapters for several years. Several times I call people to discuss and participate at the chapter formation process. But this time I wonder there is no discussion about the chapter setup committee as well the draft memorandum at the mailing list or at Wikis or at any meetups.
Without any previous discussion with the community and any open call for participation that committee has been formed and announced. Also the proposed memorandum that submitted to the chapter committee without any consent of previously who are involved with the chapter formation process. Though I am active in my Wikimedia activities, without informing me, my name have been erased from the Chapter page at the Meta page. And no one from the self declared Chapter setup committee has contact me on this issue. There is no meetups or online meeting has been called publicly to discussion about this issue. Without knowing people they discussed the issue among themselves and declare the committee and the memorandum at mailing list.
I'd like to request the people who are involved with that tasks, Please be transparent with this process. Call the community to involve and discuss with them. Don't be a part of any collusion without informing people who are worked for and involved with this initiatives for several years. Wikimedia Bangladesh must be a community driven organization, should not be a personal asset.

Like Belayet Bhai and others, I also think that without previous discussion with the community, any committee should not be formed and run. I hope the committee formation process will be transparent as well. All of us should consider seriously this raising issue.

I worked for the formation of Wikimedia Bangladesh chapters for several years. Several times I call people to discuss and participate at the chapter formation process. But this time I wonder there is no discussion about the chapter setup committee as well the draft memorandum at the mailing list or at Wikis or at any meetups.
Without any previous discussion with the community and any open call for participation that committee has been formed and announced. Also the proposed memorandum that submitted to the chapter committee without any consent of previously who are involved with the chapter formation process. Though I am active in my Wikimedia activities, without informing me, my name have been erased from the Chapter page at the Meta page. And no one from the self declared Chapter setup committee has contact me on this issue. There is no meetups or online meeting has been called publicly to discussion about this issue. Without knowing people they discussed the issue among themselves and declare the committee and the memorandum at mailing list.
I'd like to request the people who are involved with that tasks, Please be transparent with this process. Call the community to involve and discuss with them. Don't be a part of any collusion without informing people who are worked for and involved with this initiatives for several years. Wikimedia Bangladesh must be a community driven organization, should not be a personal asset.

I was delighted when I heard that some of the wikipedians wanted to take a step to form the local wekimedia chapter. This was, indeed a great news for me and Ragib. I remembered the the weeks of end of march 2006 2hen we discussed the potential of Bangla wikipedia and at the end I wrote an article in Bangladesh media (The daily Prothom Alo, the highest circulating newspaper in the country). The article was published on 30th march and we formed a yahoo group to coordinate among ourselves. We then started a series of campaign and workshop in different universities under our organization named Bangladesh open Source Network of which i am happened to be the general secretary. I took the advantage of leveraging the biggest high school event in Bangladesh (the math Olympiad) for our wiki campaign. And in a short time, we get more wikipedians and I am happy that some of them took the torch in their shoulder. Salute to them. After having this e-mail group we decided to close the yahoo group in coming days and more volunteers are joining here. Also, the activities spread over the country and there are some group in different parts of the country. One such group is "Chittagong Wiki co-ordination committee" who just a few days back organized a wiki-festival in Chittagong attended by 8 universities team. Similarly, there are other programmes including demonstration in front of Ekushey Book fair, wiki-meetup and others and I believe with this activities our communities get experienced and they are now capable of having their own registered chapter.
So, when Tanvir (He knew about wikipedia from the book-fair demonstration) informed me that they are trying to form the local chapter, I said good wishes. Because that is now the demand of the time.
I wish, the formation will took place in a natural ways and after having the chapter the wikipedians will elect their executive body.
Hope the formalities will be at end shortly and we will have a chapter as soon as possible.

Dear all,
The discussion about forming a chapter is running for almost two years. We have discussed about that several times in our meet-ups, mailing lists and spent hours in IRC channel. But unfortunately there was no material progress so far. So some active community members formed a small team with interested persons to work more seriously on this and to speed up the process. I think this is how na organization forms including Wikimedia Chapters.
And another thing to clarify to avoid misconceptions, though these signatories are some selected members of the community, they are not the final 'Executive Committee'. These people will just help to form the chapter and will responsible for shaping and preparing the chapter for it's first general election, where members of the community will elect people for their own executive committee. The full process will be a democratic process. In short, this is just an interim committee until the election to carry on the official tasks.

For those who are new to the idea of Wikimedia Bangladesh Chapter & its creation process, I would suggest pls go through the meta page of Wikimedia Bangladesh Chapter. There you will find details about a Wikimedia Chapter, its purpose & activities, about Wikimedia Bangladesh, steps to follow for formation of the chapter, draft of proposed memorandum of association & other related materials.
We have formally submitted a draft of proposed memorandum of Wikimedia Bangladesh to the Chapter committee & they are reviewing it. Members of the chapter committee & other interested people from different existing chapters are subscribing to wikimedia-bd mailing list for this purpose. Hence, we initiated this thread in English for easier understanding of those who don't know Bangla.
Hope every one is clear regarding the language of this thread. Inviting all to participate actively in this discussion.

Since, the Article is now drafted and is being published. So, if anybody has any point, he/she can asked for any change. There is no harm! The team (which i am also a part) did this because, as Shabab explain, we discuss lot of times but nobody drafted the documents. So, this team drafted this.
We can discuss on the issues related to chapters.
And, the name in the list, is an interim one, once the chapter formed, then the membership will be open up for all wikipedians and in first general meeting they can formed their committee.
Is not it standard practice of all organization?
So, I think we should discuss how we can start the chapter quickly and definitely with a good AoA/MoA in hand.

The ChapCom members should know that. Why he is not in the interim committee. Has he denied to be in there. He said in his post in this thread that he was not even informed.

I want to clarify that there is no such rule that a chapter has to be made up of the most active contributors to a single project, to the contrary, I can point to several chapters who were formed by semi-active editors, some who barely ever edited. There are also instances, when active community members have no idea that someone from their country is forming or has formed a chapter.
I am not familiar with the circumstances of this case, but by your own logic, would someone with the highest edit count (the person you mentioned has 2nd highest) or 'crat rights have more entitlement to form the chapter?
It's about doing the work, the page on Meta has been there for a couple of years, there were ample opportunity to actually do the work and form the chapter, no one did. Now, that someone took the initiative and did the work, you are blaming them for not consulting the people who didn't finish it before, seems odd.

First of all, I want to make it clear that I'm speaking only for myself, not for the Chapters committee, Wikimedia Nederland, the Wikimedia Foundation, or for any of my other roles[0].
I support the efforts of the current chapter creation group to kickstart the long-awaited Bangladeshi chapter. They've done a lot of great work, and although some people may feel left out, I'll note (as others have) that this is just an initial group to get things off the ground.
I'm glad that public discussion is happening now, and hope people will bring up any specific concerns they have that need to be addressed before chapter recognition and the first general meeting.

I want to start with the ending note of Austin's mail. Since we have posted a proposed Memorandum of Association & it's now being reviewed by ChapCom, we should all concentrate on the content's of the MoA & things we need to address before formally going for establishing the chapter. We have long been waiting for actually starting the process of chapter creation and after all, it's a very good news that it's started. It's also very encouraging that the community members & other stakeholders have taken interest in discussing the various issues about our Wikimedia Bangladesh Chapter.
Hope we will get very positive outcomes from this discussion and it will help us in formulating a comprehensive guideline for lots of work waiting to be done.

I want to clear few things myself. As Shabab bhai said earlier, we have been trying to form our local chapter for almost two years. If I remember that correctly, last time, we have discussed that in October 2009. We met in our fifth Dhaka meet-up [1]. We discussed about forming the chapter there, we participated in many IRC meetings on #wikimedia-bd channel. I, myself was in that process. We talked about preparing the MoA, and some necessary stuffs to create the chapter. We did not discuss about chapter set-up committee in our mailing list that time either. We created the team with the persons who participated in that meet-up. We just assumed good faith that those people who attended in that meet-up, and sacrificed their money and time, were the really interested ones. But unfortunately that effort did not work.
But this time, we have given this process a real kick-start at least, and what we really did here? We just formed a little team of interested persons to work in this process. If any of you think this team is the so called “authority”, then no, it's clearly not like that. As everybody said here, real authority will be elected by the community members. And as of now, we have done only two things:
a) We have prepared the “draft” Memorandum of Association of our organization. b) We contacted to chapters committee, and told them we are interested to form the chapter this time. This is just one step ahead; we stepped up to planned chapter from a chapter in discussion phase [2].
None of them is no big deal. Actually, this is some boring paper works. And very few people are interested in this kind of stuffs.
And if you are thinking about autocracy, then I have to say, every chapter or organization has an approved bylaws (for any legal purpose), and every member of that organization (including office bearers and board members) have to maintain that. This is not optional. It's obvious.
As Tonmoy bhai and Austin has said above, I think you all better discuss here about the only real ting we have really done so far, the bylaws. If you have any disagreement or comment or just a wishful feedback on that, please share this here with us.

When i was reading the previous posts i found that some of you are interpreting this step in different ways. As Bellayet bhai, Tanvir and some others mentioned that we have tried before to form the chapter. I was involved there, and those times we first announced that we were going to form a chapter. Then initially a large number of people showed their interest. We made the plans and discuss on it but unfortunately the initiative was failed.
This one is one of the reasons to work primarily in a closed group. And here we (the signatories of MoA) just made a draft Memorandum of Association of our organization and then announcing that, the process has started and every one should join now. The only difference is here the announcement has came when the draft bylaws is ready and previously the announcement and discussion was the only step.
Now there are a lots of tasks to do. like the draft of MoA could be reviewed, plans have to made that what events could be done after the approval and so on. If someone thought that some of us just made a team and declaring that we have all the powers, then it will be wrong. We just tried to start the process only and as mentioned int he MoA the formal executive committee will be elected in a transparent process.

I'd like to thank Nasir, he mentioned we altogether tried before to form the chapter. I don't agree to use the term "failed" with the initiative that we all have taken before. We wanted to inform and aware about the need and importance of a Chapter, and we tried with our various efforts. Now we can see our results, lots of people are coming forward to take the flag ahead.
At the meta page the status of the memorandum is set as "Done". Is that is for the draft is done or the memorandum is final? And some signatories said that the memorandum has been sent to the ChapCom for review. If the draft is done but not finalize then there is scope of discussion and change. But if it is final and submitted to the ChapCom, is it possible to discuss about it and change it? If people want to comment on the clauses, how they should approach? Should they discuss it at the mailing list or ask to the signatories or discuss it at the talk page of the memorandum page?
Previously I encourage peoples to be a part of the Chapter. Some of them are still active who really feeling left out. They don't have interest for any post at the executive board of the Chapter. Since they worked hard for the chapter and has feelings and soft corner for this. Couple of them shown interest to be a signatory and asked how would they do it. Is there any way to include active people worked for the chapter at the signatories list? Should they apply to the existing signatories or should they edit the wiki pages and include their names by their own. Or if they express their interest to the mailing list, is it possible to include them to the list?

None of them is no big deal. Actually, this is some boring paper works. And very few people are interested in this kind of stuffs.
And if you are thinking about autocracy, then I have to say, every chapter or organization has an approved bylaws (for any legal purpose), and every member of that organization (including office bearers and board members) have to maintain that. This is not optional. It's obvious.

Hi Belayet,
I greatly appreciate that you have started a discussion about the MoA. For your information, the memorandum is not final until we get the final approval. The “Done” means we are done with submitting the draft MoA. But we can change in case of any concerning issues raised by ChapCom or the community.
Of course, anyone can ask for a change to the MoA. So, please feel free to propose any changes here. But please be specific about the justification and benefits of the requested change.
And it's very much appreciated that the persons you mentioned in your mail care about community, not position/titles. We have twenty sections in the proposed MoA to check and review, which all can review for the community.

Indeed, we discuss a lot but without a material progress. however, that is also a part of forming any organization. People have to discuss a lot and then some of then took the pain of doing some material things and bring them beck to the discussion.

The full process will be a democratic process. In short, this is just an interim committee until the election to carry on the official tasks.

I worked for the formation of Wikimedia Bangladesh chapters for several years. Several times I call people to discuss and participate at the chapter formation process. But this time I wonder there is no discussion about the chapter setup committee as well the draft memorandum at the mailing list or at Wikis or at any meetups.
Without any previous discussion with the community and any open call for participation that committee has been formed and announced. Also the proposed memorandum that submitted to the chapter committee without any consent of previously who are involved with the chapter formation process. Though I am active in my Wikimedia activities, without informing me, my name have been erased from the Chapter page at the Meta page. And no one from the self declared Chapter setup committee has contact me on this issue. There is no meetups or online meeting has been called publicly to discussion about this issue. Without knowing people they discussed the issue among themselves and declare the committee and the memorandum at mailing list.
I'd like to request the people who are involved with that tasks, Please be transparent with this process. Call the community to involve and discuss with them. Don't be a part of any collusion without informing people who are worked for and involved with this initiatives for several years. Wikimedia Bangladesh must be a community driven organization, should not be a personal asset.

This is not the first initiative to achieve material progress, some of us have ignored previous initiatives, might have been busy then. Don't just say nobody tried.
If you are pointing me as "The people" only discuss and don't take any pain. I don't want to list my deeds here to prove you incorrect, I feel pity for some of the deserving community members - who are being crucified now.
If the ChapCom members (currently subscribed to this list) don't have the time to digg (list archives, blogs, edit counts) for meritocracy and going to listen to autocracy - "The people" should go away from this community.

The discussion about forming a chapter is running for almost two years. We have discussed about that several times in our meet-ups, mailing lists and spent hours in IRC channel. But unfortunately there was no material progress so far. So some active community members formed a small team with interested persons to work more seriously on this and to speed up the process. I think this is how na organization forms including Wikimedia Chapters.
And another thing to clarify to avoid misconceptions, though these signatories are some selected members of the community, they are not the final 'Executive Committee'. These people will just help to form the chapter and will responsible for shaping and preparing the chapter for it's first general election, where members of the community will elect people for their own executive committee. The full process will be a democratic process. In short, this is just an interim committee until the election to carry on the official tasks.

I worked for the formation of Wikimedia Bangladesh chapters for several years. Several times I call people to discuss and participate at the chapter formation process. But this time I wonder there is no discussion about the chapter setup committee as well the draft memorandum at the mailing list or at Wikis or at any meetups.
Without any previous discussion with the community and any open call for participation that committee has been formed and announced. Also the proposed memorandum that submitted to the chapter committee without any consent of previously who are involved with the chapter formation process. Though I am active in my Wikimedia activities, without informing me, my name have been erased from the Chapter page at the Meta page. And no one from the self declared Chapter setup committee has contact me on this issue. There is no meetups or online meeting has been called publicly to discussion about this issue. Without knowing people they discussed the issue among themselves and declare the committee and the memorandum at mailing list.
I'd like to request the people who are involved with that tasks, Please be transparent with this process. Call the community to involve and discuss with them. Don't be a part of any collusion without informing people who are worked for and involved with this initiatives for several years. Wikimedia Bangladesh must be a community driven organization, should not be a personal asset.

Dear all,
we are getting more emails about the formation of wikiBD chapter. well ! it's looking very good to us who are the watchers of your initiative. But we believe there is a partial decisions and collaboration with the initiative where some of the dedicated members of wiki are not involved, even not well informed. It's not clear to us why mutual understanding is not coming and respecting regarding this initiative. Though its formal or informal or small or such words you used here doesn't matter but collective participation and understanding are the subject of discussing issue. though wikibd couldn't success in past to form a local chapter but they tried. So they cant be neglected rather then appreciation!!
We hope and believe to remove the misunderstanding and to open frank participation, wikiBD formers should initiate the way out for all by the mutual understanding and participation through a specific guideline. if u have any query plz feel free to ask.

Dear Tariq,
It's very nice to see that you have taken interest in the formation process of Wikimedia Bangladesh Chapter. But I think you haven't gone through all the communications we have made so far. We have only drafted the proposed memorandum of association of the chapter & invited everyone to go through it and point out the mistakes there (if any), raise questions about the different sections, ask for clarifications & recommend suggestions to improve it. So, it is open for all to participate in the formation process and any person who is interested may join in improving the MoA freely. So, if you have found out any scope for improvement in the MoA, please feel free to share your idea with us and everyone is welcome to do that as well. We are wanting more people to come and join in the initiative and that's what we are telling to everyone from the very beginning. So you see, there is no scope for misunderstanding or lack of collaboration.
I would once again request everyone who is interested to join in the initiative to go through the proposed MoA and discuss his view about it with everyone. This is a collaborative process and we request everyone to be specific in their points. The very intent of this thread is to share our point of views about the MoA with everyone and have a good MoA.
