If a meeting of all the chapters won't cut it, perhaps that can be used for the Asian chapters meeting instead. 10,000 euros is a lot for the seven Asian chapters (AU, HK, ID, IL, IN, PH, TW) should we push through with a meeting next year. :)

Why don't you create a page on meta, under the Wikimedia Asia Project? It is hard for me to follow such a long essay.
Btw, I got something from cyberport, they can only sponsor us maximum $10,000 euros for the venue, catering and accommodation in cyberport. So I think we might leave the chance to the wikimania 2012 or chapters meeting 2011.

Personally, I don't think it is wise that WMID help in here. WMID, as an organization in Indonesia, is not strong yet, like one of those stewardess inside the flight that say " give your oxygen to the adult passenger first before you are helping the baby." We don't want both (mother and the baby) die because we don't have priority on who is to be safe first. This may sound mean, so be it. It's easy for the European to say this because for what I see from Florence's email about chapter's finances, most of their resources (money) are underspent.
If members of WMID have more time in their hands, or even IF WMID have more members, I would be focusing to build their capacity first, as member of a strong organization - before they jump to another boat with unclear situation and advising things that they are not sure how to do themselve.
The rest of your points - I think we should start wiki - before it get lost.
