I'm agree with man , it is possible that one of the saudi wikipedia start discussion with an organisation from kingdom of saudi with misk because they know well what wikipedia do and give. I'm sure is the best option because they able to contact the true organisme that have the archive with the best quality requested to be inside commons. even i imagine that a GLAM project will be ideal for that.

I know that the Saudi government invests in covering the Hajj with professional photographers (around 30). It would be great if we could ask them to donate those pictures. We could start this conversation through the Saudi contributors, or if you want I could ping someone who could help to initiate this conversation with their Royal Court - Diwan. Or may be through Misk Foundation ?
This would let us optimise work and spend the potential budget in a more relevant work/initiative.

First of all, my apology for my email in english.
It would be great to send an experienced photographer to cover the Hajj 2018 (or 2019).
There is a lot of pictures of the Hajj on Wikimedia Commons [1] but
almost
nothing of quality.
I would be happy to work on this project. I can elaborate the budget,
find
some funds for the project (I think that some European chapters would be happy to fund that), obtain a media accreditation, etc.. The number of accreditations is very limited and Saudi Arabia probably censored a lot
of
articles of Wikipedia, but let's try! Some wikimedians send Wikipedia on the Moon [2], we could try to send someone to Mecca ;)
