What kinds of legal complications would I have to go over if I were to add stuff under "fair use" policy, such as "flavor text" or screenshots?

My intention (and this is a long term project - there are lots of cards) is to use graphics for marking trading card actions in the Pokémon Trading Card Game wikibook (eg. "{W} Surf (30)" would have the game's water symbol where "{W}" is).
