The one thing about PDF, whether or not Adobe suddenly starts trying to extract payments for its use, is that it seems to make my computer slow down, be a system hog, and not be flexible at all in terms of printing at different sizes or things like that, or of course modifying the document. To me, a big HTML document, or just a text one, might be more flexible for printing cuz I could just copy and paste it to another program to print, or adjust the size of the print in my browser and print from there. Doesn't seem like there is a clear best solution though.
