_NOTOC_ prevents a TOC from being displayed at all. There is currently no way
to force a TOC to display minimized other than clicking "hide".

3 headings are needed before a TOC is generated.
I have some smallish pages that have a couple of
headers and the table of contents seems like overkill,
especially because with the normal header that runs
across every wiki page, the actual content of the page
gets pushed off the bottom of the screen when viewed
on smaller monitors.
Perhaps the problem is that you are creating too many headers? ;-) Properly
constructed small pages usually don't need more than a heading or two.
There was some initial talk about creating a _TOC_ tag that could then be
placed where the author saw best to place it (including in a left or
right-aligned table or div), but I don't think that was ever implemented
(can't test it right now since the database server is down).
