I see one problem with this -- this URL is not static if we change the TOC.
My solution: each module should have a unique, descriptive name,
like [[Carboxyl group]], so <http://textbook.wikibook.org/en/Carboxyl_group>
will always get you to that module, but with no Previous/Next links.
<http://textbook.wikibook.org/en/Carboxyl_group?textbookTOCid=45369&moduleid=1&chapterid=1>,
however, will give you the links appropriate to textbook #45369.
(We can let every English textbook use the same system here,
so there's no need to specify "organic chemstiry level 1" in the URL.)
Then the "Next page" link goes to, say,
<http://textbook.wikibook.org/en/Amine_group?textbookTOCid=45369&moduleid=2&chapterid=1>,
with both the moduleid and the title of the page having changed.

Change the project and station ids and that will change which entry you are
looking at.
That works well, except that as in your suggestion,
if they change the database, then it's not static.
