Currently it is only Wikidata changes related to the Wikipedia page. It's
not just language links though... can also be statements, as the data can
be transcluded on the Wikipedia page with lua or the parser function.
At some point, Flow and others might use the same "external" change
mechanism, so we are working to make the mechanism more flexible.

No, it doesn't. Note that template changes from Commons wouldn't make
much sense, since cross-wiki template transclusion isn't currently possible.
