Hey all,
Using my volunteer account and time, I have proposed https://en.wikipedia.org/wiki/Wikipedia:Requests_for_comment/Sidebar_update
The sidebar has long driven many of us who care about usability crazy. I've proposed what I think is a reasonable compromise, where we don't remove a lot of links, but create a special new "Contribute" section focused on ways to participate, and we reword or move major functions like About, Help, Contact etc.
Comments welcome, naturally.

Relevant bugs for core: https://bugzilla.wikimedia.org/show_bug.cgi?id=43170 (you proposed removing "Upload" from the toolbox) https://bugzilla.wikimedia.org/show_bug.cgi?id=53887 (you propose help should be more prominent)

Thanks Nemo.
I pondered whether to just file bugs requesting my most desired changes. I felt like I'd rather gauge the feelings of our most-trafficked wiki first. Who knows, maybe it will be easier than changing core? ;)
Steven,
Sounds like a great idea, It might be helpful to do a full audit of the sidebar and arrive at a layout of all items that are currently there and a proposed new layout so that you know what you're working towards rather than starting with a piecemeal approach.
