Perhaps you were trying to open with the pdf reader the image description page instead of the pdf itself? Or it just could be that the download corrupted when you tried to open it. I encourage you to add a license to it (GFDL for text + copyright wikimedia the logos + whatever the other images) and upload it to commons.
