Certainly not just photographs.
Being inclusive of significant restoration works is probably also
reasonable, though I'm not sure how to write a clear criteria to
differentiate real restorative works from simple cropping or the like.
I think a guiding principle is that POTY should celebrating the best
works of the contributors who make commons unique and special.
Freely licensed works imported from elsewhere are also a part of what
makes commons special but individually imported image don't reflect
the real contribution made in that kind of effort. The contribution
people make to commons when they import large numbers of images from
flickr and the like is not the benefit of the single images but the
benefit of making the collection comprehensive. This work should be
honoured too, but a picture contest is the wrong method.
