I have mentioned how important this thought is at http://meta.wikimedia.org/wiki/Talk:Stewards_policy#Changing_rights_in_own_w... and http://meta.wikimedia.org/wiki/Requesting_help_from_local_Wiki_sysops_or_bur... to express that current situation has unnecessary bureaucracy and delay. Further discussion should be made on Meta, but suggesting a specific page these is appreciated.
