I think that uploading by directory is technically impossible, if you just
use browser functions. The Commonist tool can do it, though.

You could have multiple file upload boxes (and also create more on-the-fly).
Which order would be preferred for multi-step?
File upload is the slowest, so it seems sensible to do it at the end.
But uploading the file is also very friendly in the way you don't need
to retype the filename, and avoids "translating the name" between projects.
I think file upload should be first, so that step 2 (writing a
description) can be done while the user is looking at a preview of the
file.
Maybe we could do the steps on the same page with
Ajax?
Maybe. I believe there should be at least three distinct steps,
though: 1. uploading the file. 2. describing the file (+ licensing
etc). 3. categorising the file (maybe in the future we can suggest
categories based on the description, in this step).
