To be honest, I think it's less about files and more about userbase, connecting Flickr users with Wikimedia Commons and Commons users with Flickr. Flickr is about exposure (where you can freely license your content) and Commons is about free use (where your content can get exposed). Personally I think they make a good complement to one another.
Also, this is the first time I've heard of the Flickypedia project? Odd considering I'm reasonably active on both sites. So no, it doesn't connect. But it probably should.
I've sent an email to Flickr about helping to clean up the group, though.
