I think what s/he meant is that __NOGALLERY__ is something implemented by mediawiki. not your browser, so it'd have to be implemented server-side. (proablly in [[special:preferences]] I would assume).

File a bug?? How is it a MediaWiki bug? I'm pretty sure the reply will come back 'just set your browser preference to stop loading images'.
