You can use the API to do something close to this: http://commons.wikimedia.org/w/api.php?action=query&list=categorymembers...
That query will get you all members of [[Category:Featured pictures]] sorted by the time they were added to the category. Someone will just have to get the whole list and filter for dates within 2007.
