Duh. Checkbox was off.
Did this at some point get set to default to NOT accepting mail?

What I do not really understand is that I did not do anything different between commons and the about 50 projects where I have an account. So, why was is that I authenticated others, but that commons disabled "accepting mails" ? In the past, my default option was to always accept emails. Was it disabled ?
There is another oddity, in the prefs, for commons, here is what I see
Your e-mail address was authenticated on 10:43, 12 August 2007. E-mail me when a page I'm watching is changed E-mail me when my user talk page is changed E-mail me also for minor edits of pages Enable e-mail from other users Send me copies of emails I send to other users
And on frwiki
Votre adresse de courriel a été authentifiée le 3 mars 2006 à 13:44. Autoriser l'envoi de courriel venant d'autres utilisateurs M'envoyer une copie des courriels que j'envoie aux autres utilisateurs
On enwiki
Your e-mail address was authenticated on 00:14, 29 November 2006. Enable e-mail from other users Send me copies of emails I send to other users
Now, can someone explain to me why on the commons, I have 5 options. Whilst on frwiki, I have only 2 ?
That's because Commons has an extension called Enotif enabled, whereby you can get email notifications when your watchlist/talkpage is changed. Since many people don't regularly check their Commons talk page, it was thought to be a useful thing so people can find out if they get a deletion warning or something.
I believe Meta also has Enotif enabled. I wonder if they also have a problem with 'email enabled' becoming mysteriously unchecked?
