Regarding the
Wikivoyage.org link in the notice, _external_ format
full URL link is used on purpose--external link icon helps communicate
that Wikivoyage is a separate website, not a travel section of
Wikipedia, which is part of the WP / WV differentiation message. Also,
we _want_ people to go through the Wikivoyage portal their first time
to Wikivoyage so that they are aware of our language versions.
