There's a helpful table here: https://meta.wikimedia.org/wiki/EDP#Wikivoyage which lists out which Wikivoyage wikis want local uploads enabled, and which EDPs currently exist.
Remember, per our licensing policy, an EDP (basically a "fair use policy") should be in place for wikis with local uploads. All freely licensed files need to go to Commons.
Please help vet this table so we can adjust the configuration settings accordingly.
The local thumbnails issue on en.wikivoyage.org should be fixed now and other wikis will follow shortly.
