I have proposed a change the site notice, here:

The Main Page already says "Welcome to Wikivoyage" at top. We don't want to be redundant like that right on the Main Page. So my proposal removed that part from the site notice. I also feel the site notice should not distract from the page content. So I would not use bold text in the site notice.

We could discuss this on above linked site notice talk page perhaps.
