I greatly appreciate that you have started a discussion about the MoA.
For your information, the memorandum is not final until we get the
final approval. The “Done” means we are done with submitting the draft
MoA. But we can change in case of any concerning issues raised by
ChapCom or the community.
Of course, anyone can ask for a change to the MoA. So, please feel
free to propose any changes here. But please be specific about the
justification and benefits of the requested change.
And it's very much appreciated that the persons you mentioned in your
mail care about community, not position/titles. We have twenty
sections in the proposed MoA to check and review, which all can review
for the community.

I worked for the formation of Wikimedia Bangladesh chapters for several
years. Several times I call people to discuss and participate at the chapter
formation process. But this time I wonder there is no discussion about the
chapter setup committee as well the draft memorandum at the mailing list or
at Wikis or at any meetups.
Without any previous discussion with the community and any open call for
participation that committee has been formed and announced. Also the
proposed memorandum that submitted to the chapter committee without any
consent of previously who are involved with the chapter formation process.
Though I am active in my Wikimedia activities, without informing me, my name
have been erased from the Chapter page at the Meta page. And no one from the
self declared Chapter setup committee has contact me on this issue. There is
no meetups or online meeting has been called publicly to discussion about
this issue. Without knowing people they discussed the issue among themselves
and declare the committee and the memorandum at mailing list.
I'd like to request the people who are involved with that tasks, Please be
transparent with this process. Call the community to involve and discuss
with them. Don't be a part of any collusion without informing people who are
worked for and involved with this initiatives for several years. Wikimedia
Bangladesh must be a community driven organization, should not be a personal
asset.

I am very pleased to announce our initiative to create an official
Bangladesh chapter of the Wikimedia Foundation, named Wikimedia
Bangladesh. Maybe many of you already know: currently the existence of
this chapter is unofficial, but we believe it is time to get an
official identity to promote free knowledge all over Bangladesh more
efficiently. We have already formed a small work-group to work in this
process [1].
Wikimedia Bangladesh will be a non-profit organisation devoted towards
promoting Wikipedia and related projects and creating public awareness
in Bangladesh.
To kick-start the process, we have contacted the Chapters Committee
[2] of the Wikimedia Foundation. We also updated our chapter page [3]
on Meta-Wiki [4]. We have also submitted the draft of our Memorandum
of Association [5]. Currently the creation of this chapter is under
active consideration by the Chapters Committee.
We invite Bangladeshi wikipedians to support the Wikimedia Bangladesh
chapter and review the official memorandum of understanding. Please
reply in this thread and provide your invaluable feedback.

Hello,
I am so glad to inform you that, today, Bengali Wikipedia [1] reached the
milestone of 1 million edits [2]. Bengali is the 3rd Indic language
Wikipedia (after Hindi and Malayalam) to reach this milestone. Currently it
has 22,224 articles and counting. Congratulations to all contributors of
Bengali Wikipedia!
