I'm pleased to announce that the Norwegian Wikinews proposal has met the qualifying requirements for volunteers (http://meta.wikimedia.org/wiki/Wikinews/Start_a_new_edition#Norwegian), has developed the necessary documents and templates (and then some! http://meta.wikimedia.org/wiki/New_language_pre-launch#Norwegian_.28fellesno...), and is now ready for the site to be created.
I will be asking the Developers to create the site at their convenience.
