Yes it is (well sort of, [[category:public domain]] is actually quite big now). so far a lot of these are not "free" (or tagged what so ever) my proposal is that anything for your userpage is at commons or not at all. if you want to license it under CC-by-nc-nd or something else commons doesn't like, its not being uploaded.
