I wanted to check in about the account creation status -- thanks for giving me that privledge a while back, but I am having some difficulties seeing where I can enroll folks.
I went to test it at Special:CreateAccount
Is this where to go?
but it looks like my IP address was blocked -- despite being logged in.
Something about a dog - rapper vandal-!!?? I would attach a screenshot but the file is too big. This is the message I got "Account creation error

I think that what's she's saying is that she's encountered an account creation rangeblock (as opposed to the regular limit that only limits the number of accounts created) that is preventing her from using her ACC permissions, despite her being logged in. Does she need IPBE?

Perhaps this won't apply when I am on campus because of the different IP address, but I can't know until 2:30 when I arrive, and also would love to be able to use my hotspot and not have this block.

My suggestion is that you try to arrive on campus at least an hour before the event (more is better), log in to Wikipedia, and do a test of your ACC permission. If you encounter some kind of problem, a place to get live help for that kind of situation is in the #wikipedia-en-help channel on IRC, or email Pharos and James off-list.
Depending on whether there are any blocks that affect the university campus, you may need the assistance of an ENWP administrator (like Pharos or James) or a checkuser. Checkusers are more difficult to find than administrators, so I'd recommend allowing yourself at least an hour in case it takes that long to find a checkuser to review a request for IPBE.
