I have been an Account Creator https://en.wikipedia.org/wiki/Wikipedia:Account_creator in the past & am identified to WMF. Someone revoked that privilege last year because the last time that I used those rights was in May 2015. I plan to come to both Editing as Activism events at UW Bothell & think it would be good to get it the Account Creator role back because I think we will be stepping up Cascadia edit-a-thons & GLAM activities in 2017.
So https://meta.wikimedia.org/wiki/CentralNotice is the place to go for Geonotice banners? I was told to use https://en.wikipedia.org/wiki/ Wikipedia:Geonotice, but the request that I put there for the Cascadia Wikimedians annual meeting did not get picked up. A response to my query why not indicating that after posting the Geonotice request, we should also notify [[WP:AN]] https://en.wikipedia.org/wiki/Wikipedia:Administrators%27_noticeboard.

You can’t lift the IP cap on account creation, but you can have “account
creators” create accounts for other users with their desired username and an email address. All administrators are account creators; additional account creators can also be appointed (let me know if anyone needs to be appointed).

That said, how have bigger events managed this? The rooms reserved hold 60.
One way I’ve gotten around this issue is by encouraging people to sign up ahead of time. This is good if you’re working with a specific audience known ahead of time, but can be harder if you’re working with the general public.
In principle, that's idea. I'll discuss with organizers.
Geonotice is good for advertising in watchlists; if you want to advertise through a banner that loads on other pages, I recommend CentralNotice: https://meta.wikimedia.org/wiki/CentralNotice
