Siko and Alex,
I like how you've developed the proposals that I've read so far regarding restructuring the grantmaking processes. My overall impression is that the new structure will align better with Cascadia Wikimedians, and is a better design for small affiliates in general. I may have more detailed comments when some of us meet with Alex and Kacie in September.
Gratefully,

We’ve been discussing the idea with the grants committees and are now running a survey and collecting feedback on Meta-wiki. Office hours will also be held in Hangouts and IRC starting at the end of August.
Please share your feedback on the idea here, and help make it better: http://meta.wikimedia.org/wiki/Grants_talk:IdeaLab/Reimagining_WMF_grants
