You can’t lift the IP cap on account creation, but you can have “account creators” create accounts for other users with their desired username and an email address. All administrators are account creators; additional account creators can also be appointed (let me know if anyone needs to be appointed).
One way I’ve gotten around this issue is by encouraging people to sign up ahead of time. This is good if you’re working with a specific audience known ahead of time, but can be harder if you’re working with the general public.
