Apparently, Wikimedia Canada is already an official chapter: http://meta.wikimedia.org/wiki/Wikimedia_Canada
There was a meeting in Toronto some time ago (November 2010?) at which I met Sue Gardner, so I have believed that Wikimedia Canada has been "official" since at least then.
In March 2011 this list (wikimedia-ca@lists.wikimedia.org) was abandoned by some Wikimedia Canada members and replaced with a Google Group. You may find more discussion taking place there -- I don't know, I have not subscribed to that Google Group. I've copied the announcement of that, below.

But note that WCA is a separate entity from WMF and being an official Chapter. However, I read on the WCA's page that WM CA is part of it.

Well, despite the interesting acronym juggling (the WCC is now the WAC, plus the WCA is ostensibly an NGO akin to the NAM...) it seems to me the Chapters Association is an effort to form a power-bloc which is less-influenced by the Foundation staff.
Although on the face of things it might seem a good idea for the community to support such an effort, my opinion is it's a little silly to be looking for community representatives to liase with community representatives who liase with the community NGO (the Foundation)
