I'm inclined to think city-level would be a bit too local... if you have activites in Toronto, the potential particpants would be from all over the Golden Horseshoe area.... or a chapter in Calgary would be useful to the majority of people in Alberta. Therefore, wouldn't province-based chapters allow for a wider membership, while still offering the potential to be (relatviely) local.
