I think there will be some impetus in the coming
weeks to establish a
Thailand chapter, or at least a Thai-Khmer-Lao one.

Perhaps I should be speaking here to share my experiences as a junior in
college which had a hand in setting up a Wikimedia chapter: my parents have
been particularly supportive of me traveling around and doing
Wikipedia-related work (especially if it involves traveling outside the
Philippines), and so I don't think parental "control" is a very big issue
here if your parents understand that Wikimedia is a very big investment
with potentially big returns, especially on your resumé!
I do think though that the time is ripe for other Asian chapters to help
out developing communities in their own back yards. This was discussed in
Berlin and Gdańsk back in 2010: in the case of Southeast Asia, for example,
with Cambodia, Thailand, Malaysia and Singapore expressing interest to
organize chapters, Wikimedia Philippines and Wikimedia Indonesia are in the
best position to give support for these nascent communities. The same goes
with Wikimedia Israel and the greater Middle East, Wikimedia Hong Kong and
greater China, etc.
Now I don't think Wikimedia Philippines can facilitate accommodation for
Wikipedians just yet, but we will do all that we can to take care of
visiting Wikipedians, should any come our way. :)

Josh

Greetings Wikimedia Asia member, I am G(x), the member of the planned
Thai Wikimedia. Although I do interest and open for the possibilities of
open discussion in Bangkok, I (and only me myself) do not yet to be able to
travel freely to other countries, or even in Thailand or Bangkok itself due
to parents' control, the education (as I'm a sophomore in the university in
Thailand) and sufficient money that may cover the cost of the meeting. In
the meantime, I would prefer to use the mailing list and/or private mail to
discuss the matter involved the Wikimedia Asia (in particular, Thai
Wikimedia)
Regards,
G(x)
