Thank you for this email. I hope to organise WLE for Sri Lanka for the first time this year. But I have a few questions for which I couldn't find a clear answer at the Commons pages.
Q1. What is the acceptable number of Jury members, and their recommended Wikimedia experience threshold, as well as their photographic industry skills?
Q2. Are local awards recommended? If so, do you recommend anything more than a certificate?
Q3. How are local awards usually funded for affiliates that don't often request for grants?

As a local organizer in Latvia (2 editions of WLE, 4 editions of WLM) I can share my experience:
1) I would recommend jury of 3-5 members. There are no formal requirements for qualifications, but we have tried to include a photographer, a wikimedian (not organizer) and someone from nature conservation field. I asked and Nataliia offered to find some jury members from international team, if it was necessary. 2) I would recommend finding something for prizes. It heavily influenced the number of submissions when we decided to run Wiki Loves Monuments without prize pool (We got 449 images). 3) International team can get you small souvenirs, but not more. As an user group, we apply for Rapid grant each time (this is 6th time already). Consider looking for sponsors but it is easy for some people, but not for others.

Related to the number of photos you expect some may need two juries. One consisted of dedicated wikimedians that will manage to clean the list from hundrends or thoudands of photos out of scope or obviously not the expected quality, and a second with the invited jurors (members of the first group can also be used here) that will choose the winners. Good evening everyone I would like to know what arrangements need to be made for funding in the various activities of the competition. Is there a platform to apply for funding or is it our own fresh all activities? Thank you for enlightening me on this subject

Related to the number of photos you expect some may need two juries. I strongly suggest to have some local awards, such as giftcards.
