To clarify, it's at the path /w/api.php on the site for whichever language you're dealing with: http://de.wikipedia.org/w/api.php or http://fr.wikipedia.org/w/api.php or http://jbo.wikipedia.org/w/api.php or whatever.
The same goes for other WMF projects, e.g. http://de.wiktionary.org/w/api.php or http://it.wikivoyage.org/w/api.php.
For non-WMF wikis using the MediaWiki software, api.php if enabled will most likely be alongside index.php in the same way.
I know that I here in the List has been reading a mail with a api, that told the layout of an article/page. It told the title and position of each headline. /Ronnie
