as the one who implemented the fix I can tell that this will only affect extension logs using the new format. So this wont affect the block and pagemove logs.
To give you an example of what changed: A broken action=query&list=recentchanges log entry: <rc type="log" ns="2" title="User:Nikolaepa78" ... logtype="renameuser" logaction="renameuser" 4::olduser="Nikolaepa78" 5::newuser="Rgsseht" 6::edits="2" />
As you can see we have attributes with strange names like 4::olduser. The patch fixed that behavior so that the API will return just olduser for the example above. As this wasn't broken for any core logs this will only affect extension logs (like renameuser).
