HI, I am a new contributor to Wikipedia and I want to localize the Wikipedia project to Kashmiri Language. There is already someone who has started localizing ( https://ks.wikipedia.org/wiki/) but he/she isn't active for a long time. Please tell me how can I find the admin and incase he/she didn't respond, to whom I should contact to get the rights to manage and localize the project.

Did you try the signup interface on the Main Page? Or something else?

I don't know what's happening there (I just tested it and was able to create an account), but as an admin on translatewiki, I (or Amir who also already wrote in this thread, and some other people on this list as well) can create an account for you by mail if you tell us your desired username.
